PROGRAM OVERVIEW:
A webinar addressing local health district powers, including authority to issue Isolation and Quarantine Orders.  The presentation will address the enforcement of Isolation and Quarantine Orders, Quarantine Guards, and constitutional and privacy issues.  Further, the Ohio Department of Health Director’s Stay at Home Order, Amended April 2, 2020 will be reviewed as well as HB 197 and its effect upon health district licensing.

PRESENTERS:
Joseph R. Durham & Lauren M. DeGoricia, Eastman & Smith Ltd.
Joe Durham has represented cities, villages, townships, counties, local health districts, and solid waste management districts in environmental law and litigation and public health law. In 2018 he was added to Best Lawyers in America® for Environmental Law. As the chair of Eastman & Smith’s Environmental and Public Law Section, Joe Durham coordinates the Firm’s Environmental, Public Law, and Solid Waste Management Practice Groups.

As an associate with Eastman & Smith Ltd., Lauren DeGoricia’s practice includes public law, litigation, and environmental law concerns faced by municipalities, townships, counties and cities. Prior to joining the Firm, she worked in the public sector and handled legal issues primarily pertaining to public health and safety, including those presented to publicly operated wastewater, drinking water, and stormwater utilities. Ms. DeGoricia also previously served as an assistant municipal prosecutor and has experience prosecuting criminal charges and working with law enforcement.
