WIRELESS TELECOMMUNICATIONS & RIGHTS-0F-WAY ORDINANCES

Each session is open to all municipal officials, including mayors, city managers, council members, finance directors, municipal attorneys, etc. Each session is limited to 30 registrants (municipalities). Municipalities are encouraged to set up for the webinar in a conference room, with a speaker phone and a computer screen, and to invite multiple city officials to attend.

PROGRAM OVERVIEW:

This webinar will be helpful for communities which need to draft new wireless telecommunications or rights-of-way ordinances and for communities which already have ordinances. Mr. Sutton will advise strategies necessary to deal with these issues. The big issue usually involves placement and height of the tower and if there are tools within the ordinance for municipal control. The underground utilities issue is important because these types of towers also have an underground component in addition to the equipment above ground. We have to make sure there is adequate room in the rights- of-way and that such use will not impede any current use.

PRESENTER:

Milton C. Sutton, Jr., Frost Brown Todd LLC

Milton Sutton is a member of the firm's public sector legal team. His practice focuses on complex information technology matters including computer systems, telecommunications, data, software development, licensing, cloud computing, cybersecurity and privacy. He serves the private and public sector in all areas of technology and procurement providing contract preparation, review and negotiations. Milton assists entities on cybersecurity preparation as well as responding to large data breach incidents. Milton has extensive experience drafting statutes and municipal ordinances including rights-of-way and wireless telecommunications facilities. He speaks regularly on cyber security issues. His practice also includes Intellectual Property with a focus on trademark prosecution and enforcement.

Milton is also part of the firm’s Unmanned Aircraft Systems (UAS) practice. The UAS practice helps government entities and businesses integrate the use of drones into their operations. Milton’s analysis on the laws affecting drones has been featured in Columbus CEO magazine.
