PROGRAM OVERVIEW:
This webinar will provide participants with an overview of the impact that emerging technologies will
have, and already are having, on broadband needs within Ohio’s communities. Participants will learn
about the various approaches to expanding broadband access – including privately owned networks,
publicly owned networks, and public-private partnership approaches – and how to assess which
approach best accommodates community needs and capabilities. Rights-of-way issues and permitting
processes will also be explored. This webinar will also address federal and state programs to help fund
local broadband initiatives.
PRESENTERS:Gregory Dunn, Ice Miller LLP & Lindsay Miller, Ice Miller LLP
Marc received his J.D. from Ohio State University and a Bachelor of Arts degree in political science from
Cleveland State University. Marc regularly represents public employers throughout the State of Ohio in all
matters relating to labor relations.
Greg Dunn has represented telecommunication clients for more than 40 years, providing legal and strategic
assistance to a variety of private and public clients. Greg has a comprehensive knowledge of both public utility
and broadband issues and regularly works with clients on Smart City initiatives and public-private
partnerships. His clients include municipalities, The Ohio State Supercomputer Center, competitive local
exchange carriers (CLEC), data centers and wireless providers. He also consults on state of Ohio broadband
and Internet of Things (IoT) public policy issues with Ice Miller Whiteboard LLC and has Public Utilities
Commission of Ohio (PUCO) experience in electric issues.
Lindsay Miller is an attorney with the Public Affairs and Government Law Group. With nearly ten years of
experience in technology initiatives, Lindsay has a reputation in the broadband and telecommunications arena
of being a strong advocate with a successful track record in building relationships with public and private
sector stakeholders. Lindsay regularly advises municipalities on how to utilize Public-Private Partnerships for
fiber and Wi-Fi expansion in order to build smarter cities and leverage the Internet of Things (IoT). This
includes providing guidance and counseling to multi-sector leaders as they seek to develop and finance Smart
City infrastructure, and implement policies to enable developing technologies, such as connected/
autonomous vehicles (CAVs).
