PROGRAM OVERVIEW:
This webinar will discuss the misconceptions of Ohio’s Mayor’s Courts, the current state of Mayor’s Courts, how they operate in conjunction with municipal courts, and best practices for Mayor’s Courts.
PRESENTERS: Karen Sheffer, Brad Nicodemus, Kent Scarrett
Karen Sheffer has been with the law firm BakerHostetler for 32+ years, focusing her practice on workers’ compensation matters, medical malpractice defense, and municipal law. She has served as the City Prosecutor of Worthington for over 32 years and as a magistrate for Groveport for over 10 years. Karen also has been a presenter/moderator at the OML’s initial training and annual updates for mayors and magistrates for over 27 years.
Brad Nicodemus is the Assistant City Attorney for the City of Whitehall, where has been a prosecutor since 2014. He has been a Mayor’s Court prosecutor since 2009. Brad teaches Mayor’s Court sessions at the OMAA Back-to-Basics sessions at the July Law Institute. Brad also has a private practice in Fairfield County, at which he practices criminal defense, representing smaller municipalities. Brad also is the Mayor of the village of Baltimore.
Kent Scarrett is the Executive Director for the Ohio Municipal League. After graduating from The Ohio State University, Kent Scarrett began his career at the Ohio Statehouse in 1990 as a page in the Ohio Senate, later becoming Constituent Aide and then Legislative Aide first for state Senator Steven O. Williams, then for Majority Whip Senator Nancy Chiles-Dix. Kent left the Ohio Senate in 1996 to serve as a Legislative Liaison for Governor Voinovich before joining the OML in 1997. Before being appointed Executive Director in March 2016, Kent served as the League’s Director of Communication for six years. Kent focuses on advocating on behalf of the League’s nearly 750 members on issues related to state and local tax policy, local control and economic development strategies. Kent also serves as a member of the Board of Trustees for the National League of Cities.
